Very Slow Download Speeds In Windows 10 - Microsoft Community

I've been itching to try Ubuntu 10.04 and I finally decided to download the live cd using Utorrent. This is my first time using Utorrent on my Windows 7 PC and it seems to be not so good. I have all the ports set correctly and all my download and upload speeds set to unlimited, but whatever I do, I can't get more than 400-600kbps download. When I download on my XP pc using Utorrent I can get 1.5-2mb/s with Utorrent. Plus, on this Windows 7 computer I can get those speeds on fast sites like MS and Apple, but Utorrent seems to almost cap my speeds. I have all the ports on my router forwarded and opened correctly. I've searched for tweaks on the internet, but my speed stays the same. I know 400-600kbps isn't that slow, but its one third of my download speed that I should be getting. I'm guessing it's not my ISP (Comcast) since I've had no trouble before on my other PC.
